Entrepreneurial impulse – Programme to encourage entrepreneurship and crafts
Entrepreneurial impulse for 2014 will be implemented under the Programme of Government of the Republic of Croatia for the period from 2011 to 2015 in which measures to boost the competitiveness of business and trade are defined in three main areas, namely:
- Economic recovery and development of entrepreneurship,
- Technological development and strengthening of competitiveness and
- Regional development and promoting the use of EU funds.
A key determinant of Entrepreneurial impulse – Programme to encourage entrepreneurship and crafts in the year 2014, is creating a favourable business climate and stimulating innovation and internationalization in order to increase the added value created in small business. The basic assumption for the process of further strengthening the competitiveness and growth of small businesses includes the creation of new or significantly improving existing products and services and finding new markets.
Investing in development requires the existence of knowledge and skills that lead to new ideas and new partnerships and cooperation. Entrepreneurial impulse 2014 – Programme to encourage entrepreneurship and crafts aims at encouraging the kind of investments that will strengthen the capacity of entrepreneurs to successfully cope with increased competition. The program follows the life cycle of a company from its inception to growth and expansion. In relation to the Entrepreneurial impulse in 2013, in 2014 the Ministry of Entrepreneurship and Crafts wishes to achieve greater amount of grants which would increase the total number of small business entities. Another novelty is the support for the internationalization of operations in order to expand their further growth and development and export market exploitation to the fullest extent possible, as well as creating structures that will allow the participation of Croatian entrepreneurs in the EU programs for research and innovation. Networking and cooperation are an important source of new knowledge which generates new value chains that can achieve added value. With that objective Entrepreneurial impulse encourages cooperative entrepreneurship and enterprise clusters.
Ministry of Entrepreneurship and Crafts implements measures A2 and A3 within Priority 1, and measures within Priority 2 and 3. HAMAG INVEST (Croatian Agency for SMEs and Investment) implements measures A1, B1 and B2 within Priority 1.
Priority 1: Enhancing the competitiveness of small businesses
- Measure A1 – Micro Enterprises and Crafts
- Measure A2 – Cooperative Entrepreneurship
- Measure A3 – Cluster Entrepreneurship
- Measure B1 – Small and Medium-Sized Enterprises and Crafts
- Measure B2 – Innovation in Entrepreneurship
Priority 2: Improving the business climate
- Measure C2 – Technological parks , business incubators and venture accelerators
- Measure C3A – Development agencies, business centres and centres of competence
- Measure C3B – The internationalization of business
Priority 3: Promotion and Education for Entrepreneurship and Crafts
- Measure D1 – Education for Entrepreneurship
- Measure D2 – Education for Professionals
Through the system of incentives the Ministry of Entrepreneurship and Crafts is implementing economic measures in accordance with the objectives of economic policy, that is, a gradual increase in economic growth rate in order to achieve a level of about 5% until 2015. The overall objective of the Ministry of Entrepreneurship and Crafts in the SMEs sector in Croatia is to improve policies and measures to stimulate the development of small businesses.
