EAFRD

By joining the EU, the Republic of Croatia got the opportunity to use the EU Structural Funds, including the European Agricultural Fund for Rural Development (EAFRD), which is expected to be available to the Croatian entrepreneurs by the second half of 2014. This means that the Croatian entrepreneurs, and thus the fruit growers, will use EAFRD from the new programming period from 2014 to 2020. The final frames of this programme are currently in preparation.

Objectives:

Within the framework of the Common Agricultural Policy (CAP), the support measures for rural development will contribute to achieving the following objectives:

1. Agriculture competitiveness

2. Sustainable management of natural resources and climate action

3. Balanced territorial development of rural areas

 

The priorities of the European Union for Rural Development

Achieving the goals of rural development is carried out through the following six priorities for rural development:

  1. Fostering knowledge transfer and innovation in agriculture, forestry, and rural areas
  2. Enhancing farm viability and competitiveness of all types of agriculture in all regions and promoting innovative farm technologies and sustainable management of forests
  3. Promoting food chain organisation, including processing and marketing of agricultural products, animal welfare and risk management in agriculture
  4. Restoring, preserving and enhancing ecosystems related to agriculture and forestry
  5. Promoting resource efficiency and supporting the shift towards a low carbon and climate resilient economy in agriculture, food and forestry sectors
  6. Promoting social inclusion, poverty reduction and economic development in rural areas

Eligible beneficiaries: farmers (Family farms – income taxpayers, businesses, cooperatives, companies) and a group of farmers, registered in the Register of Agricultural Holdings

Eligible sectors: the cultivation of annual and perennial crops, seedlings and ornamental plants, livestock, poultry and other animals, and mixed production

Ineligible costs include:

  • VAT, except irreparable VAT
  • interest rates
  • second-hand machinery and equipment
  • simple investments
  • costs associated with the leasing contract, such as landlord’s fee, overhead expenses, interest refinancing costs and insurance costs

  • Producers Participation in the programs of agricultural and food products with the quality label
  • Investment in long term assets in agriculture and manufacture

  • The establishment of manufacturer groups
  • Agri-environmental – climate
  • Package I – Improving soil fertility and erosion protection
    • Tillage and seeding the ground with a slope for arable annual crops
    • Grassing of permanent crops
    • Establishment and maintenance of terraces
    • Conservation soil cultivation systems for field crops
    • Wide crop rotation
  • Package II – Protection of Genetic Resources
    • Original and protected species of domestic animals
    • Preservation of native and endangered species and cultivars of agricultural plants
  • Package III – Preserving Biodiversity
    • The preservation and revitalization of traditional perennial crops (orchards, vineyards)
    • Conservation of natural species-rich grasslands
    • Conservation of the karst pastures
    • Establishment of floral lane
    • Preservation of landscape features
  • Package IV – Protection of groundwater and surface water from the harmful effects of agriculture
    • Reduced fertilization
    • Establishment of biological buffer zones along watercourses
    • Sowing cover crops ( CATCH CROP )
  • Package V – Breeding practices aimed at more efficient water use in agriculture
    • Growing under mulch
    • More efficient use of water and nutrients
  • Organic agricultural production
  • Conservation of agriculture in areas with natural and specific constraints in agriculture
    • Conservation of agriculture in hilly and mountainous areas
    • Conservation of agriculture in areas with natural constraints in agriculture
    • Conservation of agriculture in areas with specific restrictions in agriculture
  • Animal Welfare
    • Cattle production
    • Pig production
    • Sheep and goat production
    • Poultry production
  • Insurance against possible damage to agricultural production

    • Support Activities partnerships / cooperation projects – Detailed implementation of this sub-measure will be known after the cooperation with Slovenian partners
    • Acquiring skills and animating the inhabitants

 

Forestry – Measures:

  • Investments in forest areas development and improvement of the forests sustainability
  • Prevention and remediation of damage caused to forests due to forest fires, natural disasters and catastrophic events
  • Investments in new forestry technologies and in processing and advertising of forest products
  • Forest-environmental and climate services and forests conservation
  • Regeneration, preservation and promotion of ecosystem
